next door to me has a leaking down pipe the water runs into my back yard and she wont repair it

Send the neighbor a Registered Letter, (make sure you keep a copy for yourself) and IF they will not do anything you have rights that can protect your property from damage as this. Go to the Clerks Office at the court house and they will tell you what you have to do. BUT be prepared for a fight and a bad relationship with your neighbors, IF that has not happened already. IF you repair it and something goes wrong, you will be held responsible for the damage to THEIR house.

Look in front of the house and find the water meter. Its almost always by the street. Take a wrench with you , open the lid to the meter cover and locate the shut off valve. You'll see a water line coming from the ground, going to the meter, and back into the ground. On the street side there with be a shut off valve with a flat upright section. Its usually about an inch long and about an inch tall. With your wrench, turn that valve clock-wise until it sits 90 degrees to the pipe. It will usually stop when its closed. This will stop water from coming into your place. Go to the courthouse to the tax assessor's office and give them the address and they can tell you who owns the house. Contact them and tell them whats going on and that they need to fix the problem. Usually you can work out any details with them then as far as costs of cleaning your property (depending on their attitude anyway). Good luck.

Call the county buildng inspector. Have them inspect "your leak". They will discover it's her leak. Now it's public knowledge. A good basis for public discussion. If she refuses to take action then, a simple law suit for your damages should get her attention. She is negligent. Call her on it legally if she won't be a good neighbor and fix the problem when you bring it tho her attention and discuss how it is affecting your home.

If it damages your property then it is up to HER insurance to fix the problem. I agree with the registered letter option that someone else said but it will cause problems (nastiness). Same if it was her tree that fell into your property.

If you can't divert the water from your property and make use of the free water.
Either call the authority's or possibly fix it yourself.

build a small brick wall on your side to keep the water from there side coming over, Also get one of those trees that grow 10ft each year and put it close as you can to there house and let the leaves fall into the rain gutter keep it plugged up HeHeHe

you can't go onto her property without permission. have you tried asking if you can fix it? if not see a solicitor andtake her to court.
