A worn out teflon coated pan could be toxic. Its better you get rid of it. Send it to the Alluminium recyclers.

Most public health agencies insist that you remove a teflon coated pan, or pot, from use, as soon as it gets scratched.
Its better to spend a few bucks on a new pan, than risk health problems.

personally.. the risk isn't worth the cost of a new pan...
scratched teflon is risky to use due to health concerns, and re-coating... to do it properly would cost you more to get set up then to buy a new set a couple times over
