in addition to this u will have to understand html well...

To design websites you must at least know HTML. You can learn about this language from: http://w3schools.com
Then it all depends on what exactly you want to design. For static websites onlyHTMLO will do. However, if you plan to design dynamic websites then you need to know other languages like vb.net or c#.
You can also use many useful programs that can be used by beginners who do not have an idea of coding such as frontpage and dreamweaver. Or you can design you website using free services such as those provided by google or others. Try designing a small website from one of these links as this will give you a basic idea of how websites work:

It depends on you.
What type of website would you like to learn.
We have different types of web page such as html ,php,asp,jsp,...
HTML is so easy to learn,but not so dynamic as the others.
asp,jsp,php are pages which can contain dynamic content,movable types and database driven.
I suggest you to learn html,asp and php.
