Try Audio Active, they are rather mellow dub/reggae electronica band found on the On-U Sound label. Then there's El Malo. I have their album The Worst Universal Jet Set and they are kinda weird experimental punk/electronica/rock type stuff.
Perhaps check out the label Bellissima Records too, they are in Japan.
Oh yeah, if you've seen the movie Kill Bill Volume 1 there is an all-girl Japanese punk/psychobilly band that appear in it and they are called the 5, 6, 7, 8's. They sing the songs "I walk like Jayne Mansfield" and "I'm Blue".

I know this one 80's Japanese all girl metal/hard rock group called "Show Ya". They are amazing. I found it in a thrift store several years ago. I had the album "White". They're very diverse, they write fast songs and mellow songs. They're definitely worth the search (and money). Some of their stuff is on ebay, also on gemm.com. Here's their website, it's about 40% translated, I couldn't get it any better. But you can read the discography and a few other things.
