It's not a matter of responsibility, it's a matter of track record.
When you're getting into management, you have to have an established record of success in the past. This is something employers will take very seriously.
You have to know the industry, you have to at least be familiar with basic labor laws, you have to fully understand company policies, and you have to have something to show in the way of leadership experience.
These are basic requirements for entry-level supervision. Higher levels of management will almost always require previous experience in management and supervision.
