Try some white eyeliner! It sounds odd, but if put right on the rim of the eye, especially on the inside corners, it makes you look very open-eyed. Also, curling the lashes helps open up, too.
Also, a great source for all kinds of makeup tips is Kevyn Aucoin's book Face Forward. Making Faces is good, too. He's awesome!

wear white eyeliner in the inside. It sounds crazy but it brightens up your eye and makes them look wider and innocent! It's even better with a little black eyeliner lightly on the outside (edge of your eyelashes).

Sephora has a great white pencil that you apply in the corner of your eyes. You can see a lot of people in television wearing that type of pencil. You can have them show you the product but you can buy it in the drugstores. It's a pretty common product and once you know how to apply it, it looks really good.

use a light white shimmer on the inner corners of eyes and brow bone. it'll open up and brighten eyes.

Bright eyes come from within when your happy your eyes show it..If you want the health of your eyes to look brighter try i drops
As for makeup use mascara to open eyes and use i eyeshadow...

Barry M make-up is the best, the colours are so bright and when applied along the bottom eyelid, it looks great, not too expensive either!

I agree with using lighter colours: shimmer color.
I like Cover girls :eye enhancer . called FARD ACCENT (cvs/Walgreen's)its$ 4.00 w/ 4 shades of neutral colors.M.A.C has great colors, but so does tar-zhay:Target.walgreens(experiment in your bathroom and use color you feel compliments you tone & mood(they way you feel adds to that).. use clear gloss.
eye tips: apply to inner corner of eye ,drag across lid. for night affect same, but also add a thin line to bottom of inner corner.

I had a friend and she would always finish her eyeliner line going down, that made her look like a hound dog, when she tried the line up she looked like a fox - so whichever animal suits you best - try for yourself.
