evrything is still frozen it just doesnt turn off.I noticed that the shelves were iced up could that be the prob ? But im sure it has been worse iced up in the past and not caused this problem.The door seals are in good order and clean.

Yes, non self-defrosting freezers lose their efficiency when their evaporator coils (shelves) gets iced up. You heard of the advice, when you are stranded in freezing weather, snow or ice makes the best insulator. Inside it doesn't get below 32' F.
I believe this is not the root cause since ice is somewhat a thermal conductor.
Your symptom is like asking why do I have a fever. For a freezer to run continuously, there are several causes. First it could be low on freon due to a very slow leak or worn compressor seal. Your compressor may be worn to a point where it is not compressing the freon efficiently due to back flow. Your thermal sensor bulb may be defective or have a leak.
How old is this freezer? If it is few years old or older, it is best to replace it with a new one instead of trying to get it repaired. Your daily cost in electricity is wiping out any value that you have in your freezer.

The usually cause is worn seals allowing the cool air to escape.

Try slipping a credit card between the body of the freezer and the seal.

If it slips in that's the problem

Replace the seals or replace the freezer.

The power bill will be costing you a fortune.

Clean the condensor coil and the fan blades on the condensor fan motor, this will allow it to bring down the back pressure to the designed pressure - temperature ratio. Also thaw and remove all frosted ice from coils, start out fresh, place thermometers in various placement. best thermometers, are the ones submerged in a solution, to be less effected by the draft of door openings.

It could need a good cleaning of the coils and a defrost. when both combine, the freezer may not ever shut down. vaccuum the coils and back of the freezer, and defrost the inside.

It might be oversuffed, especially around the the air outlets on the back wall. Sounds like it is overdue for a defrost as well.

check the temp setting on the t-stat.
