if you are in manila, go to changue in greenhills and buy stuff there. you do not need to spend more than a dollar for any one gift. your dollar is worth almost 50 pesos and you can buy nice souveniers there..... also, the best thing you can get is some louie vitton items or even fresh water pearls.

you can try shoemart and go to the filipiniana section. you can buy nice hand made wooden boxes, picture frames, little placemats, table cloth made out of pina and handembroidered..... or any carved handmade wooden items. bare in mind, wooden items are heavy if you are planning to travel here...

how about shell things....they have beautiful shell items you can get in the philippines.... or abaca items like handbags, slippers, hats, ... what i like a lot is the santo nino icon which you can find even if you are not in cebu.

just remember, anything you bring from the philippines to the u.s.a. that is filipino made is really appreciated as they do not have these items here.

I loved the local handicrafts made from Philippines to give away to friends, such as necklace, house slippers, bags, glass coasters made of Capiz, table cloth made of Barong material called Jusi, woodcraft such a "man in a barrel" it always brings laughs to the recipient. You can find these at the mall, even in the public market.
