A nation-state is a country that is made up of only one state. Counties for example are Germany, Zambia, Russia, etc. Counties like the USA and UK have more than one state and therefore are not nation-states.

Andora, San Marino, Monaco are tiny independent countries that are called Nation States.

It is like the Vatican city or Monacco. It is a city that is it's own country.
