if you're getting the hal error then there is no way to boot to safe mode or anything to do any kind of search or system restore.
Get a hold of a copy of winternals ERD commander 2005, boot to it, and it will fix the problem automatically. Find a local computer shop that has a copy and take it to them for a few bucks they can fix it if you can't get a hold of a copy (its expensive!!)
If it doesn't fix it (but it does 99% of the time) you can run checkdisk on your boot volume to try to fix it. if that doesn't work, just do a repair install of windows, assuming that you have the original CDs for the PC, if not, go to a local shop and have them run through the re-install, takes about an hour

It doesn't have anything to do with your router or connection. HAL is likely to do with the hardware abstration layer. you may have corrupted the file - run a search on your computer to see if is still on the system. It should be in your system32 directory.
If it is not there then download it and reinstall it.

If it is there I would suggest that you rename it and try to install a new version of it (if it is corrupted it will fix it).
Then there is the possibility that system restore might fix the problem.

yeah you got that right if your seeing the hal error on a black screen your pretty much screwed try running the repair utility,ive personally never seen it it fix HAL.dll missing errors but hey you never know ,,this is microsoft were talking about .what fine products they have J/K
