If the statement were "Is this a question" then No, a language should not be its own metalanguage. Otherwise "This sentence is false" becomes a problem. Though I understand this to be a question because it is a statement in the question box, by participating in Yahoo! answers you play the game of submitting questions. I put the answer in the Your Answer box. We have a convention that whatever you put in there is indeed a question.
