At first, what appear in my screen is very wide even if i adjust it, it still does not fit the screen i cannot see what's on the side. Then it suddenly turn on and off. and there is some sound at the back of it. Is the problem in the monitor or the video card? Do i need to buy a new one or it can still be fixed?

First, is this a laptop or desktop monitor? I have found often with laptops that the video settings get mixed up when the function keys are used to manipulate the screen. If this is not the issue, I would check a few things.

The video card drivers. It never hurts to download the latest drivers for your card and update/replace what is currently in the system. They might be corrupted or buggy.

It could be a loose or damaged cable. If this is a desktop make sure that the cable has some slack and is plugged in properly.

The monitor can be reset to default (although you may have to look this up).

In the display options there are also a couple settings that you can check. Make sure that you have the right driver loaded first. If you are on a laptop make sure you have the optimal settings for your computer. You should be able to look this up on like. If you can't find it then try lowering the quality of the display - set it to 256 colors. play with the refresh rates (select the option to "not show refresh rates the monitor does not support) - try a few middle range ones, try changing the resolution. Don't save anything unless it is what you want.

If none of these fix the problem and it is a desktop monitor try it on a friend's computer and see if the problem still exists. If it does it is probably the monitor. If the problem goes away it is likely the video card. IF a desktop with a card installed, Unplug the system and pull the cover off and make sure the card is completely in the slot. If it is NOT in a slot then you might want to check the BIOS settings. If you determine it is the video card then diable the vidio in the bios and buy a card that will work with your computer and pop it in a slot & install the correct drivers.

It sounds like its in the monitor.

You can take it to get fixed but I would suggest getting a quote first. As sometimes its like almost the same price as a new screen.

Monitor, if an old one the frequency won't be compatible.
If you have a spare or friends monitor try theirs and put yours on their computer and see if its the same.
If the frequencies are fine then try a different screen resolution

You might just need to fix the settings on the video card...try that before you go buying a new one. Also, it might not be compatible with your computer. Call the customer service line and they should be able to answer your question better. I had a problem with mine, and it ended up not being my card at all...it was my computer. Good luck!

try to change the resolution of your monitor on video settings, maybe your screen is adjusted to use the widescreen format, just change there.
