Because they have low IQ. If they have a high IQ, or an average IQ, they would know that people with low IQ usually are not smarter than others.
Now I am wondering from where did you get the information that people with low IQ think they are smarter than others...I have never heard anything like that...maybe its your IQ, that made you believe on it.

Having read through the answers i really have nothing to add....
Except, although i'm bit sceptical about the statement in your question, i did read from a book i of course can't remember the name of that people with higher IQ tend to be more self-conscious and because of that they may have lower self-esteem.
So maybe it goes the other way around when it comes to low IQ?
i guess it's not an answer really but it's a thought.

IQ levels don't necessarily measure the experience one has in a particular area. So no matter how smart you are, you can, for example, be fooled by a dumb yet experienced used car salesman.
Also, everyone has an instinctive intelligence that they use for survival, and that also can be augmented by experience. And someone's instincts can thus make them better at handling emergencies, or other quick thinking tasks, that the higher IQ person won't be able to handle as well by depending on rational analysis.

Well, Its Because They Are Insecure I Think. They Keep Saying It So They Can Believe It.
For Instance, My Father And One Of My Friends Who Are Close To Obese (Not In A Rude Way) Or Put It As Overly Heavyweight. They Say To Me "Come Here, Fatty" And I Am V. Skinny.

this is very true with the ones that are egotistical but there are many that are smarter than those that think themselves living deities because of their so called intelligence..you think einstein gave a crap about his intelligence or da vinci.. or the greats..they were and just there .. they were to busy creating and improving our life to celebrate themselves..some of the smartest people in the world are still yet to be known or keep to themselves for fear that they would be well known and some of the people i have personally have come in contact well exceed what some of these self proclaimed intelligent people could even comprehend.. so rest assure like the old saying 'brag is a good dog" meaning talk is cheap .. and intelligence in doing is way better than talking about doing..

There are many different reasons why.. Just put your self in their shoes..
Maybe they are insecure and make them self smarter, or they are just "clueless" and think that they are smart.. Or maybe they are merely stating their opinion...
IQ doesn't really mean smartness, some people maybe very logical, some people maybe very creative..
IQ test shouldn't be decided on how smart a person is, it's the action he or she takes that makes him/her self smart..

Being a person of low IQ, he can judge "nobody" including himself. It is not wrong if someone thinks that he is smart because most of the persons think so, the mistake is that while thinking themselves smart, they think other foolish.
