The first part to consider is the bolt pattern. If it is the same, and the new tires do not rub the wheel wells, and the ability to properly turn is not affected, and the suspension is made higher to compensate for the larger diameter tires, and the speedometer is changed for the new tires, then I guess you could. The other solutions such as tire diameter would mean specialty tires that are going to be expensive. By the way, what does your state DMV have to say about such changes? Even if it is successful, the police could order it off of the road. Try finding a car with 15 inch rims to begin with, it should be a lot cheaper in the long run. If anything goes wrong in a pinch out on the road, you might lose your daughter, permanently.

As long as she uses wheels with the same offset, and tyres of a width approved by VW, and of the same rolling radius as the originals, it is unlikely that she will cause any damage.

If she fits wider tyres that VW fitted to any Polo of that age (e.g. the GTi) she may find that the steering gets very heavy, which may lead to problems with the power steering system (if fitted). Any tyre larger than those used by VW may foul the bodywork at full steering lock or at full suspension compression (e.g. over a large bump), causing possible damage to the bodywork and the tyre.
If the rolling radius of the tyre is larger than the originals, the speedometer will need to be recalibrated to remain legal.
If the offset of the wheels is different from the originals, suspension damage may occur.

No it will be fine. I take it the alloys are 15 inch and the tyres would be 195/45/15's so there is no chance of them rubbing the arches.

Not advisable! My son did this with his VW and it caused so many problems...the main one being that he had punctures on a very regular babis and was spending a fortune on tyres!...this been due to the fact that he had to replace with bigger tyres as the alloys were 15".
Why not give a VW dealer a ring and they will advise you.

to put 15's in place of 13"'s means she will need new tires as well. you just get lower profile tires, meaning less side wall height. this takes up for the gained diameter of the rim.

will it hurt the car? no. will it make for a more tight, handling ride? yes. will it make it a more rough, bouncy and bumpy ride? yes!! will it be money that can be gotten back when selling the car? no

It may affect the steering geometry and will most definetly cause the speedometer to give a incorrect reading regarding the actual speed

It may affect the steering and braking. Definately the speedometer will be off as well.
