Can it be meaningful because the shallow person thinks it's meaningful?

No - this is a contradiction.

By definition, a shallow person will be unable to commit to a meaningful relationship.

No. Relationships are two way interactions; it has to be meaningful to both people. Even if the shallow person considers it to be meaningful the other person will eventual get tired of relationship and end it.

Even a shallow person can take a relationship seriously and do much too much for its sake provided he/she genuinely considers it to be meaningful.

On the other hand, a deep person could brush aside a relationship if he/she saw less than profound meaning in it.

Yeah. There are lots of types of persons in this world and, in one way or another, that person would meet his/her match. Also it will be very meaningful. Except if that person meets someone very deep, then it will be a disappointment.
