Whom should the plaint be submitted with and where is the court fee to be deposited. Any other steps?

File the complaint personally to the Prosecutor's Office so that the respondent will be subpoenaed to answer the charges levelled against him.

It's called a "complaint." You determine which court you file in based on something called jurisdiction, which is either where you live, where the action occurred or where the defendant lives, but almost always it's where you live. You file it with the clerk of the court. Although the fees will be similar, each court has their own fee amount. You need to call the court to find out what their filing fee is. The filing fee is paid at the same time the complaint is filed. Why are you filing a complaint in district court vs. a state court?
