You can neurtralize it with a weak acid(vinegar, lemon juice, etc) or a paste of baking soda mixed with water. Most household bleach is less than 10% sodium hypochlorite. If it was pure bleach you spilled on yourself then you should see a doctor.
In general it is best to flush the skin.
During World War 1, urine was used to neutralize chlorine gas that was used to kill soldiers in the field. Cloths that were soaked in urine were place over the nostrils.

If it is household (regular, laundry, etc.) bleach, just use soap and water. Don't use ammonia or vinegar, just soap and water. If it is something stronger like industrial bleach, you can use Sodium thiosulfate , but you should be in a lab if you have that type of bleach and there should be cleaning mechanisms in place for spills and skin contact.

Rinse it off with water-it's chlorine so it's not like it's going to kill you or anything.
