17 is the neck size; 36/37 is the arm length. It's always represented as two numbers b/c you bend your elbow. This is a person with a large size neck and longer-than avg arms.

17-17.5 is the inches around the neck and the 36/37 is the inches around the upper chest. I know for a fact on the first one, but not sure on the second. Sorry, I just checked it out and the second one might be 26? that would be the length of the arm from shoulder to wrist. 36 may be chest, but that sounds small for a 17 inch neck.

17 1/2 is the neck circumference. the 36/37 is the sleeve or arm length.

I'm almost certain that 36/37 is the length around bust.
