I think your number is far to low. I have spent many holidays in New Orleans, and I think the number is much higher, just at Mardi Gras and Halloween. I think there may be some appeal to flaunting conventions and norms of society.
That doesn't even take into consideration spring break in Florida, or the Kentucky Derby.
I just think they want to show off or do something a little wild and crazy.
Oh, and I also left out naturist retreats and beaches, where people just want to relax, or perhaps avoid tan lines.

I recently did a study in which I showed most of my breasts in a picture and posted it on my website. Prior to this picture I had 245 visitors to my page, after I posted the picture, 3,500 people had visited my page in 3 days. why not, probably millions of women show their breasts, in most countries topless beaches are the norm, not to mention breast feeding children, since breasts aren't for sex, they're designed to give nourishment to a baby why shouldn't women be able to expose them, it's uptight bs like this that makes the U.S.A. look like backward ******* to the rest of the planet.
