Go to the dentist
Get Cable Internet (get rid of dial-up)
Buy cubic zirconia instead of real diamonds
Go with Dish instead of Cable TV
Go to college
Use biodiesel (Willie Nelson does it! :) )
Don't eat fastfood
*Vote (good one for highschoolers and points from your teacher for being a good citizen... you can talk about chaning the world and making you voice count and blah, blah).

A persuasive speech topic is the best to have, because you get to choose your own hot button topic. Abortion, yes/no, why/why not, war on terror, same approach. How about voting age, is 18 year old voting a waist of a vote? Yes/no, supporting arguments. Choose a topic that gets YOUR attention. When delivering a speech of this type, project your voice to reach the back row, this will show confidence, remember, most of all and most importantly, you are giving information that everyone wants and you are the expert at that moment. Know your speech and topic, just use note cards to jog memory and don't ever read a speech. Reading a speech guarantees raw nerves will show.

I have found a speech topic that fits your criteria. It’s not a hot topic, but rather a topic that goes unspoken.
You could use your speech to advocate or condemn teenage masturbation do to its mental health effects.
You may find it interesting; you will definitely capture your audiences attention, and it is a funny topic (remember “American Pie,”). It is also a serious topic because of the mental health angle.
As far as being a suitable topic for high-school, well, the topic addresses teenagers.

Animal research is a great topic, I personally am a scientist and am pro research (if only necessary). Many cures have been discovered and lives saved from animal research.
Also, capital punishment (death sentencing), affirmative action, gay marriage, bankruptcy laws
