it definitely sounds like it comes out of the intake, and it isnt the power steering pump, i have A 2001 MERCURY COUGAR

It sounds to me as if your harmonic balancer has a problem and it is out of balance, when you decelerate, it goes out of balance causing it to vibrate which makes the humming sound. remove the belt, grab the balancer give it a shake, if it feels loose on one side or another replace it. a harmonic balance puller will be required. can be rented at no charge at most auto parts stores. is relatively easy to repair and only costly if a shop does it. good luck!!!

Check the bearings on the alternator, the air pump, and the water pump. Check belt also it could be getting worn and slipping.
