Sounds like a bad plan to me.
He just wants a hunting licence and is not honest enough to say so. If you are married it should be more important to consider what you both want. If your feelings are not that important to him you should see a good divorce lawyer. In my opinion it sounds like it has already gotten to that stage.

This I know.... You can't start having an open marriage after 20 years. An open marriage should have been a thing you agreed on in the beginning.
It makes all the rest a lie and a waste of everyone's time.

Open marriages can be sucessful, but from what I've heard, more often than not, they fail. It's something that depends very much on your personalities and ability to trust and communicate with eachother. No one can tell you.
