My ISP says that I can download at 1.5 Mbps and upload at 768 Kbps. Does that mean that I can download a file at 1.5 Mbps at the same time as I upload a file at 768 Kbps? Or do I just have 1.5 Mbps of bandwidth, but they cap the upload at 768 Kbps? I've always been confused about this, so I thought I'd ask.

Upload and download are two different things...
Upload is when u send something and download is when u get something from the internet...
Upload and download are separated...
I have 512/128 Kbps Down/Up
Which means i can download about 64 KBps and upload about 16KBps at the same time...
These are speedlimits only. Some ISPs cap your monthly bandwidth(upload and download)...
For example i have 10GB and after that you either pay for additional bandwidth, or they can cut your bandwidth or the speedlimits can get lowered...

you can download at 1.5MB and Upload at 768MB at the same time. up and down is two different things. yea same speed I have. You can not download any faster than 1.5MB and it's hard to find site that download at 1.5

i think you can download it at the same time but it gets slow while downloading it...
