If you mean an item in your control panel folder, it's impossible, unless you hack it if you want to be literal.
If you mean a software in Add/Remove programs, try again or i'm out of answers, my good friend.

Look for the program manually ie, use windows explorer and go to c: > programs> your program. then delete the program folder. After that, go back to control panel and try uninstalling it again. It will prompt you that "file/folder/program cannot be found, do you wish to remove from this list?" click yes. There, you're done =)

well if the program has already been uninstalled but it wont disappear from the list you can download hijackthis. its just a program used to find viruses and delete them, but the only thing you will be using it for is getting rid of that entry on the add remove programs list. go to http://www.majorgeeks.com/download3155.html and choose one of the mirrors on the right. after you install it click on the dynamite icon to start it. then click config>misc tools>open uninstall manager and highlight the program you wish to delete from the list and click delete this entry. if you need to uninstall it then its probably a virus and i dont have enough information to tell you any more. just email me if you have any questions. good luck!

from now on go to the programs to see if they have a uninstall use it cause if you went right to the add and remove it uninstalled the file to remove it from there, ps it is uninstalled though even though its there

Start - > Find - > *.cpl
These are the icons in your Conrol Panel. To be safe, backup the .cpl files before you start removing selected ones manually:
delete .cpl file.
