Are you asking about "/etc" at the root of your filesystem?

If not...then what are you talking about?

I've already asked a question like this already...lol I'm guessing it's IE7 if it is right click a blank spot on the top some where a menu bar will come up. Then click menu bar.......Volla....There's your File, Edit, View, Favorites, Tools and Help Menus
