I have an artwork that's patriotic, I just finished it up and a friend of mine suggested that it would make a great postal stamp. But I can't find any sites where you could send a submission like that to the government... anyone know where I could start asking questions to see if my art might be good enough for a postal stamp?

You can submit artwork to the U.S. Postal Service, where it is considered by a committee - the Citizens' Stamp Advisory Committee. If you're trying to submit for a particular date (say Jan 2010), it's recommended you make your submission at least 3 years in advance.

The address to send your submission:
U.S. Postal Service
Stamp Acquisition
Attn.: Stamp Design
475 L'Enfant Plaza SW, Room 4474E
Washington, DC 20260-2436

Check out the CSAC for more information: http://www.usps.com/communications/organization/csac.htm

You can also use Stamps.com (http://photos.stamps.com), Zazzle (http://zazzle.com), etc., to create your own stamps with your own images.

The Postal Service has a department for that purpose.

You can send a letter with your request and see what happens. As it is the Federal Government, I doubt if they would use the services of a non-government employee.

If you want to have some for yourself in the interim, go to http://photo.stamps.com/Store/?source=si10757723
These are not distributed by the government, but are real, working stamps supported by the USPS for use in mailing letters. You can put your drawing, painting or photo on them. You pay a little more for the service, but it's a fun way to at least get your design on stamps you can buy.

You could check this page at http://www.usps.com/news/online/03_0616_2.htm or you can just make your own if you want, at Zazzle.com
