When I was really young my brother and I waited for it to rain and then we went night crawler hunting at night. Put up a sign in front of our house, "night crawlers for sale...25 cents a dozen" We sold as many as we could catch to the fisherman for bait. We used to pray for it to rain because that's when the night crawlers would surface on the lawns. You walked around with a flash light to find them. Now they sell for $3.00 and up a dozen. Geez, that inflation. Also we hunted pop bottles and turned them in, after we had a lot, for 2 cents a bottle. In our state, SD, plastic bottles now bring 5 cents a bottle. Start collecting everyone's plastic pop bottles.
Maybe you can do mowing for people.
Good luck! Happy to hear there are still kids out there that want to earn their own money.
Also, I learned to iron clothes by the time I was 8 or 9 and I ironed for people.

Check around and collect enough free items from family and friends to hold a garage sale. Also you can offer to help sell their stuff at your sale for a share of the profits. Do a good job in attractively setting up the stuff. Try to have something for most anyone - advertise it in the paper or place signs around the neighborhood. You can get really good at it and make good money. Have an adult around to oversee the operation.

What could an 11 year old possibly need 170 dollars for? I'd say that if you REALLY need the money, you should just hit your parents up and do odd jobs for them to pay off the debt.
