There are two solutions that depend on how you get your hard drive.

1) If you bought the hard drive only, the solution is the CD or Floppy Disk that comes with your hard drive.

2) If you have the hard drive with the computer you bought, the answer is the restoration CD that comes with your computer.

For the case (1) , setting up your hard drive section will help you erasing everything on your hard drive by letting you formatting the hard drive.

For the case (2), restoring the system will get you erased all stuff on your hard drive and make it a new.

If you want to completely empty then all the installed programs and also the operating system gets deleted if you have no partitions made.
If you have other hard disk or partition made then format the drive where you have only data.

you want to go the the manufactures website for your hard drive and download the latest drive utility that they have. most likely it will be a DOS based program. you want to perform a low level format on your hard drive. partition it, then re-install the operating system

You could buy a new hard drive and install it. If you are not confident doing this take your computer to a repair store and have them do it for you.
