what you need to do is to go to a make-up counter at the mall when they are not super busy & ask them show you how to apply your make up correctly. i am sure they would be glad to show you how to do it if you ask nicely-- unless they are super rude. clinique is usually a great place to go to from my experience. it is something that is easier to be shown in person. you don't need to use much either- especially since you are so young. using less is best & will help you feel more natural in it.
i suggest you start with a light foundation to even out your skin tone. foundation is difficult to match, so going to a make-up counter is a great place to get matched correctly. then, a light blush & mascara. that is a good place to start for a young girl. blush is applied on the apples of your cheeks, which is the part that gets round when you smile. you don't need much because a little goes a long way. you don't need to put it anywhere else either. then, mascara just goes right on your lashes from root to tip.

Makeup does not neccessarily make you look prettier, and using gold color makeup is not really going to help you out. Makeup is supposed to accentuate your own natural beauty. You don't want to use too much and should use as enough to make it look natural. First of all stay away from concealers, and cover ups because it will ruin your young skin. The basics you should start with and I have done so and still do is, mascara to enhance your lashes, lip gloss to show of the curves and shape of your lips making it appear fuller, and some blush on the upper cheek bones. I'm 25 and the main tool in my makeup bag is my mascara, and I don't wear concealer or cover-up because later in life your face will have problems since it covers up your pores and your face cannot breathe. As long as you have the three key elements you really don't need much more for a the daytime.
If you go to the market look for "Covergirl professional mascara" it really makes lashes standout, also try a light colored lipgloss from "Wet & wild" that will give a shimmer to your lips, and last but not least a blush that would suite your skin color, try nude or pink maybe a Loreal product since there connected with Lancome and their products are usually good.
When you apply the mascara you should begin at the lash roots, wiggle the brush so lashes can get between the bristles and if you want to apply to your lower lashes you should hold the wand vertically. Do not pump the brush in container since it adds air that can dry out the mascara, you simply twirl it in the container. To prevent clumping on your lashes you should let the mascara dry between coats and if you have any unwanted black spots you can remove it with by adding a little water and soap to a q-tip and removing unneccessary black smudge or mark. As for the lip gloss, you should gently put a coat of the lip gloss on your lips, but if it looks like its falling of your lips just take a tissue and press your lips on the tissue removing part of the gloss, so it would give more of a natural look. For your blush you should use a full, round brush, place a small amount of blush on the brush and gently tap off any excess and place the blush on the upper cheekbone and gently brush up towards your hairline. I hope this helps you.

I would start off going to your local drug store, like CVS, to pick up some makeup like Revelon, Cover Girl, etc to practice applying. If you want to go with something more expensive, try Clinique or Lancome (at your local mall) Here's the general rule when applying makeup:
1. first apply a moisturizer. this softens the skin
2. then apply a foundation with an application spounge- make sure it matches your skin tone
3. to cover dark circles, apply a few dots of under-eye-concealer to your underlids and blend
4. apply a powder all over your skin
5. apply a nice pinkish blush to your cheekbones
6. for your eyes, apply an eyeshadow- browns look nice on everyone
7. mascara can make a huge difference to make your eyes pop out
8.to bolden your eyes, apply a black or brown eye liner- this takes practice but is worth the effort
9. last but not least- choose a very nice lipstick
10. add a dab of lip gloss
this is just the very basics- there are TONS of makeup websites that teach you how to apply makeup. I would go on one of those
Remember, have fun when trying new makeup looks. It really makes a huge difference in your appearance. Have fun!

to make your skin look smooth and healthy you might use a foundation> go to a make up store and ask them what would be the right shade for your skin color> do not overdo it< apply it lighlty and evenly on your face< even around the eyes as you dont want to have different shades and uneven complexion> almost all girls have one or more skin problems and are far from perfect if you see them without make up> since you are only thirteen you should not use any excess make up< nor anything that is too strong or unnatural> that is why using your mother"s make up might not be a very good idea>

My Dear,
you are hardly 13 years young. Why are you bothered about this artificial make-up. Teenage is a bliss for the human. At this age your body and face will get a natural beauty, which may retain for about ten more years. This is called as the natural teenage beauty. Moreover, artificial make-up varies from each and every individual, depending upon one's skin nature and the atmosphere one lives in.
If still you are interested in it, you may go to courses, which are available in crash/short-term/long-term. If you are interested in home preparations, let me tell you some tips, which can be made at home, which give a natural glow to your face too-
* MIx vaseline lotion, glycerine and rose water in equal quantity and apply it during nights (only), one hour before you go to bed. Apply towards upward direction. This will certainly give a natural glow to your face.
* Mix the pasted neem, cream(milky), basin and a pinch of Haldi (Turmeric) and apply it on your face as a pack. After it becomes tight, wash off your face. Do it thrice in a week. This too gives your face a natural glow.

Talk with your mother. Tell her you are wanting to start taking better care of your skin. Ask her if she can give you some advice on where to start. At your age you need a good cleanser and astringent. Then follow up with something clean and natural like mineral powder makeup. It's clean and it looks fresh. It's easy to brush on and stays throughout the day. There are several on the market to choose from. One I suggest is Bare Escentuals or Bare Minerals. Good luck honey.

Go to a large dept store or drug store, they will talk to you about your skin complexion and what to use to even out the different tones on your face and how to apply makeup so that it looks natural and allows your skin to glow*
Makeup doesn't have to make you look or feel like a "clown" it can actually enhance alot of features (eyes, lips)
Less is a Better look and more natural*
GoodLuck*

Would your mom take you to a Clinique, Guerlain or Lancome counter to see what makeup would be right for you? My mother let me wear foundation early because she thought that it would help protect my skin since I walked to school.
Going to get someone's advice from a place like that is always better than buying something from Walmart or Target and not knowing if it is the right color/formula for you.
