This depends on what university you were at and what you studied. Many USA schools have international students, so they are familiar with how foreign universities work. You have a good chance of getting some of your credits transferred, but they will probably want to check the courses out, one by one.
If you finish your degree in Europe and then apply to graduate school in the USA it will probably be easier.

If you have an International Baccalaureate many school will consider that equivalent to a US Associates degree (2 years of a 4 year BA or BS). You can write indiviudally to the USA schools you are interested in and they will tell you how they handle things. Many US schools are happy to have a European student. So, think positive. You can make this happen.

it depends on the US university you apply, and the Europeans university you attend.

if your europeans unviersity is well reputation, and you get a good score on IELTS/TOFEL/SAT, they can reconginze it.
