why cant i rate people when im signed on?!?!?

when ever i sign on to this web site, i cant rate peoples answers ( you know those thumbs up and thumbs down things?) it wont even give me the option to select it!! only when im not signed in, it gives me it option but, it wants me to sign in!! what do i do!

You're currently at level 1. You have to be at level 2 to rate questions and answers. Get to 250 points to advance to level 2.

You need to be level 2 I'm level 1 so I cant rate anyone either.

ur still level one. you can rate at level two,.
