There wouldn't be enough skin to cover the head if you were circumcised. If you weren't there will be so much loose skin that when not erect it's tucked away.
Have a look. Is it looking back?

An uncircumsized penis has the foreskin intact. The skin typically extends to the tip and can be pulled back over the head. I think if you have that it would be pretty obvious. If you have to ask, i am guessing that you are circumsized.

I am not circumcised, and yet I seem to have a shorter foreskin than most uncircumcised men. The foreskin covers about 2/3 of the glans (head) when I'm flaccid, but it retracts completely on it's own when I am erect. I feel like I have the best of both worlds, but that's just my own opinion.....I'm sure that there are plenty of opinions that would disagree.
As far as what you are describing, it seems to me that you were simply given a loose circumcision, or perhaps a partial circumcision.......I would agree with what most people have been saying in their answers here, it would be better to ask your parents......they will have a much better answer than any of us.
The again.....is it a bad thing for you, or a good thing that you have a little bit of extra skin? Maybe you have the best of both worlds too!

If you're doubting a sure fire way to know is to ask your parents they will know! And a little extra skin is normal on some guys, but if it is a large amount all the way around then i don't know

If you can't tell, ask your parents if you're circumsized or not. They may get a chuckle out of it but at least you'll know for sure.

Are the glans(head) of your penis covered with skin when erect/partially erect?
If not, then it's likely you're circumsized at least partially.
Besides, what's the big deal?

you probably are. If the skin goes completely over and there is still some extra you haven't been. There is so much skin there, that you have to pull it back to wash your self.

dont worry you are circumsized. your doctor wasn't that careful to remove all skin,, anyway , it will not affect your manhood.

Most usually, those who are not have enough foreskin that it will cover the tip... and have to pull it back to keep clean.

When you are not erect, can you see the head of your penis, or is the head covered when you're soft?
If you can see the entire head of your penis when you're soft, then you are circumcised.
