Hypothetically, and with no moral restraints, and assuming that all terrorists are Muslim fundamentalists, killing all Muslims would eliminate terrorism.
The glitch here is that not all Islamic people are Muslim fundalmentalists. Good luck in your quest. Ideally, the Moslem
people who want peace would get rid of the factions on the edge of their religion who choose to impose their idealology via murder of anyone that believed differently than their theology.

3) Improve social contract here and reduce violence here so another Spanish/American war where the USS Maine blew up internally per Admiral Rickover's book never happens again. In this way we don't have a nation scared of our own violence.

Leave the Arabs and Muslims alone, stop meddling in Middle Eastern internal affairs, withdraw all troops from Iraq, Afghanistan and Saudi Arabia and stop bankrolling the Israeli war machine.
If we didn't mess with them, they wouldn't have any beef with us.

Kill them all. Kill every single one of them, anyone who harbors them, anyone who protects them, anyone who funds them. No questions asked, just wipe them off the face of the earth.
That would be the most immoral yet effective way I could think of to do it.
No diplomacy, just eradication of the problem.
