Yes, 99 cents per song if you get them from iTunes.

But you don't have to get them from there, you know. You can get them free from other sources.

Legally, yes.
There are programs like Ares and Limewire through which you could download songs for free and then import them to your itunes library. That's your choice. For what its worth, my ISP has been sending warning letters to people I know who download pirated music, letting them know that they're being watched and could be prosecuted.

You don't have to pay for mp3's. There are plenty of ways to get them for free. However this may raise legal issues.
