You might want to try Shoe Carnival. If you're looking for really off-the wall designs, check out some stores in the Loop, particularly Soles or Rag o Rama.

At converse.com you can design your own shoes also.

Supermarket of Shoes has size 13s. Also might want to try Foot Locker (they are located in most malls in STL).
