The Ministry of Truth, like most of the other names used in the book, carries huge irony with it. The Ministry of Truth is involved in re-writing history, putting spin on events (especially those associated with the wars), and overall deceiving the masses with state-presented "truth." Do I think there exists such a body in our government? No, the media does a good job of putting its own spin on events and exists entirely in and of itself. THis is the blessing and occasional curse given to us by the First Amendment. You'll also notice that most if not all media outlets are owned by the private sector and not the government.

Propaganda, "re-education", it's what made communism so much kinder & gentler than the fascists who just shot everyone that disagreed. And yes, we do have a "ministry of truth", it's called CNN. Watch what C-SPAN live coverage of congress shows happening in a day, and then watch how CNN portrays it that night. Reps tried passing a minimum wage increase last years, dems blocked it, last tuesday dems got up and railed against reps for not having passed a wage increase before now, but didn't allow any discussion or chance for the rep alternative, that had the same rates PLUS a minimum health benefit. THEN when reps realize the Samoan Islands are exempt, where San Francisco based Sunkist tuna employs 75% of the population and try making a point of this on teh floor acting speaker Barney Frank orders them to shut up. you didn't see that on CNN. I'm not asking you to take my word for it, but just watch what words they use on news like CNN, the reps "claim" and dems "say". Don't trust anyone, just observe, the bias is unmistable if you look for it.
