in one game as he asked for the new ball the umpires said Yer at the end of the over so Dennis Lillee said I'll bowl off-spin then and the umpires said fine.

It is usually courteous to inform the umpire but you don't have to. You do have to inform the umpire and the batsman if you are changing from over the wicket to round the wicket as the umpire wants to know where to look and the sight screen may need moving.

yes he can change his action... but has to intimate umpire and batsman if he changes him arm (ie.. right arm / left arm)
