I've owned several hoovers (still now) and cleaned them myself. I don't know about the Legacy but presume they're all the same. On the bottom of the sweeper where the brushes are you turn the metal lever to unlock it and lift up (the other part of it is snapped in). So now you're looking at the brush...look over to the sides of that roller and you will see that it is snapped into place. Just slide it out. The belt is attached to that roller in the center and onto a wheel. Seems to me there are a couple of size belts and you can buy them at the grocery store or at a sweeper dealership, sometimes even at Walmart, K-Mart, etc. Anyway take the rubber you removed and take it to the store and see which one matches best (if it doesn't say Legacy on it). Remember that the one you just took off was probably broken or stretched....and buy a new one.
When you go to put it back on first put the belt on the roller and then on the wheel and pull on the roller and snap the roller back into place. Then put the cover back on and lock it into place with the lever.

There should be some screws holding the cover on. Once these are removed, then you will find the belt. Usually, once the cover is removed, the brush will lift out. The belt is around the brush and a special pulley attached to the motor. To do it just un screw it.

Most of the vacuums I have replaced belts on have screws underneath. You may need a Phillips screwdriver but you should be able to remove the top portion after you open it up from the bottom.

I don't know if this applies to Hoover Legacy vacuums, but most vaccuum cleaners have a plate on the bottom that you can unscrew. There should be holes where the screws are recessed, if you look on the bottom of your machine.

severe particular Magic!! i'm really difficulty-free going, and characteristic large persistence...till you push me to that express factor, once you sense your blood dashing on your head! It under no circumstances fails, even as i'm having an outragously large time, and each thing is suitable, and that i'm chuffed, and guffawing, and care loose, there is always someone, whom would not like seeing you so chuffed, and they always attempt to deliver you down, so that you're not any further having a great time, and it under no circumstances fails, they're going to do regardless of it takes to deliver you down, it truly is botton line, what ticks me off!!! xoxoxo

It should just snap off or pry it with a scredriver.
If it doesnt have any screws....
