It depends on the type of tortoise, but yes, there are some that you are allowed to own. Keep in mind the responsiblity involved in this, people get bored of their red eared sliders after a couple of years, this isn't a slider. Tortoises in general can be said to live 100 years, oh darn, that one only lives to 80, but you get the point. Chances are if you take care of it (which you should if you do get one) it will outlive you. Think twice before doing this, you might have the best of intentions, but will you still be happy and excited about your tortoise 20, 30, 50 years or more from now? What if you have to move into an apartment? Out of state? Do you have someone else lined up to take it if something happens to you?
I urge you, before you decide you're going to get one, pleasepleasepleasePLEASE, read up on it and be sure it's the right pet for you.

it is better the unique puppy shops that promote Tortoises. they ought to educate they are uk breed. Terrapins were each and each and every of the craze at the same time as the movie 'Mutant Ninja Turtles' got here out. All childrens needed terrapins, dad and mom presented them as they were babies and purely slightly better than a fifty pence piece. because the terrapins grew they out grew their tanks or the little ones were given bored, so maximum were both flushed down the bathing room (with information from childrens questioning that they had develop into Ninja Turtles)r they were let flow ponds in parks, rivers and canals. The terrapins became an issue as they could devour the fish and small toddler water rooster. i imagine it really is the reason we do not see that many terrapins in modern times.

£50 to £100 a piece, please make sure you get a certificate that the creature is UK bred otherwise you may keep an illegal tortoise, not only the seller being fined but also the buyer and the keeper

No, I know of someone who got one recently. They have to be bred in the UK now which is a good thing as if they are UK bred, they tend not to go through their annual hibernation.
Carfully consider buying one though, they can live for decades and need all the care and attention you would give any other animal.

As far as I know you can still own certain ones. Try a reptile specific petstore, or a regular one if you don't know where a reptile store is.
In fact, I think I remember seeing a couple toroises at our local petstore... But then again they sell skunks and coatamudis and freaking lemmurs for chrisake. Permits needed, though, of course.
