CGI (computer generated imagery) special effects. It's actual footage of JFK (as are all the historical events he's seen in), and then Gump is added.

They did this by using actual footage of one of the All-American Team members meeting the President. They then filmed Tom Hanks doing the exact same movements/timing on a "green screen". After that, they templated his image over the existing one, edited his image for the time period (black and white), shadowing/lighting, etc., and...presto! Forrest meets JFK! The hardest part was Tom Hanks getting the movements and timing down so he could be templated into the scene.

they found a news shot of the President that would have looked like the scene they wanted. They then used a green screen with markers to represent the location of Kennedy (So he wasn't shaking his nose) and super imposed the 2 shots

They made a computer generated model of him. It was one of the first kind of special effects to do that, and it worked as planned.

They took old footage and combined it with new stuff they filmed. They can do almost anything now in movies with all the computer technology.
