the floor in the basement is cement and the cracks spread out like spider legs from the main crack in the center of the floor.

Its very normal for unfinished basements with a cement floor. Leveling occurs after time. It is hard to prevent on most houses. You can just fill them in or call a professional if the leveling gets really bad so that they can create a support system.

If they are not deep or wide, don't worry about them. Otherwise, go to the hardware store and get a tube of cement with adhesive in it.

If you live in a cold climate, moisture probably got in and froze and thawed....and froze and thawed again a few times.

You should call a professional if they are not comprimising the strustures intergrity they can be superfically fixed however they could cause serious concern for the structual integrity so call someone soon, also they can tell you why possibly not enough drainage outside etc

there is nothing structural about a basement slab. its just non-reinforced concrete on top of poorly compacted fill. and or possibly poured over clay. not much you can do.
