What a fun question!
This is what I believe:
Lucifer (the devil) was the leader of all music...the most beautiful Gospel music of all time (before humans were even here).
There was a war in heaven and God threw Lucifer down . Now - Lucifer, being the former angel of music - designs new music- music that will destroy humanity, inch by inch.
We all love music, like it or not. It is one of the things that God put in our soul, the love of music. Therefore, Lucifer - being the prior "Angel of Musical Worship" knows the weaknesses of man and knows that man loves music. Because he knows this, he has created an "immoral" form of music that will help to destroy man.
Just think of how music influences your life. If you are sad, you listen to sad music. If you are mad, you listen to music that makes you mad ... music can really affect your mood.
Because of this, the devil HATES Gospel music. He believes that since he invented music to worship God, and since he has changed his mind in that regard... he has created music that will lead to sin.
Luckily for us there is a lot of good music that will not lead to sin, and will help us in our journey to be better Christians. If you ever are listening to a song and it makes you feel like sinning, you will know...it is not from God.
Music was originally designed for us to feel closer to God, but there is a LOT of music that will pull us from God.
So, I guess my answer would be..."No! Music is not neutral, it is Holy in origin." But, we have to be careful because it also has the ability to pull us from God. Lucifer (the devil) was the “Angel of the Gospel (music)” and he knows how to write music that can influence our feelings.
If a song does not make us feel closer to God, it is not Godly. We should remember that.

The only music that is inherently amoral is elevator music. It is amoral simply because it lacks soul.

That's like asking if a bullet is amoral. Bullets don't kill, people do. Music does not offend, people do. It all depends on how it is used and also on how it is beheld.

Music is our true communicator.. it crosses all language barriers.. and it is a good barometer of a nations.. "ID" as in Freud.. "Morals" are basically imposed via some goofy religion.. useless..
