If so, then why don't we see people popping in from the future all the time?

It could be possible, but we need the technology to 'possibly' do it first. One theory was in popular science in 2006, but I cant remember which issue...sorry. It said that the mechanics of time travel would have to be so that if it does become possible, you would only be able to go back to the point when the tech was invented...hence no futuristic visitors currently.
Also a neat tidbit about time travel, one of the leading theories on the whole paradox of killing your own parents, says that you couldnt do it, ie the nature of the universe is such, that if you could travel back and try to kill your parent, that circumstance would not allow you to do so in any way(so if you used a gun, the gun would misfire...or just not work at all)

There is nothing in laws of physics, which prevent time travel from happening either
'Forward in Time' or 'Backward in Time' in fact some solutions of General Relativity equations infect predicts time travel though there are a lot of Paradoxical situation arising which may apparently go against 'Causality' roughly meaning that causes precedes the effects like going back in time before you were born and be your own grandfather and what not. All these paradoxes can be attributed our incomplete understanding of the nature of 'Time' itself.
Just for the sake of argument we all always travel 'Forward in Time' albeit at an apparent constant rate. This rate can be changed considerably if we travel fast enough (near the speed of light) and indeed this has been scientifically observed. Theoretically it is possible to travel 'Backward in Time' if we travel faster than light which is not observed as yet and is also ruled out by relativity (nothing travels faster than light), another way is to use a pair of wormholes (gateways) through space and move them relative to each other, this will produce a time difference between these wormholes and a observer can enter/exit to another time location apparently before the event of creation of wormhole.
Currently our technology is not advanced enough to create let alone control the wormhole. There are some other theories which take in account of modifying gravity it achieve time travel but they are still considered as crack pot science. I strongly feel as curios species as we are we shall some day achieve it may be due to some breakthrough quantum theory. Who knows that all those tales of aliens coming to earth are we traveling to past?

Supposedly, through the use of worm holes, which are located in black holes it is possible. It will be a LONG time before they can ever control this though.
Here is a question: If time travel is possible, are there people here from the future?

I don't think it could ever happen. Simply because every time they went bacwards in time, they would probably do something that would alter the future - the consequences of which being that they could never return to the same place in time, without it being different.

By the rules of relativity set by Einstein, no. It is mathematically impossible for something to reverse it's relative time to everything else. In short, (you can look it up if you really care), if something approached the speed of light, it's time relative to everything else would slow down, approaching a halt. If it exceeded the speed of light, it's relative time would begin to reverse, but something else that happens as you approach the speed of light is your mass approaches infinity, which is impossible. So not only is it impossible to exceed the speed of light, its impossible to even reach it.

I shouldn't think so. Time is a very complicated thing, but I don't imagine we'll ever be able to travel through it.

Well, seeing as nobody from the future has ever visited us, I'd have to say no.
