The water itself, no. But in anywater some gasses are dissolved. Some people theorize that these gasses escaping can affect the flavor. Possibly, but I know of no legitimate experiments confirming the case. Rotating the bottles won't help. There is also the possibility that the plastic can release some chemicals into the water. But again, whether enough will be released to have any effect on the flavor is uncertain.

If it is opened or air somehow enters it, it will become stagnant. However, it will not get stagnant if left unopened since bacteria causes the water to become stagnant and it is eradicated during the bottling process.

If it is mineral water, very much so.

Water must be chemically untreated to be described as mineral water. This means that bacteria that occur naturally in all water will be able to grow in mineral water.

As a result, mineral water should not be stored for long periods and should NEVER EVER be given to babies or people with compromised immune systems. Baby milk made from formula should NEVER EVER be made with bottled water, unless you want to kill the baby.

Yes, after a couple of years. The plastic can allow gases to escape and the water will become "flat". It will still be safe to drink, but will taste different. Rotate your stock.
