I have heard of film reducing light and reflecting back sunlight, but never reducing sound.

You might want to consider some heavy duty curtains, or replacing the window completely with one that seals properly and is double paned.

Also make sure the window is properly closed and latched shut. To make a long story short I built a brand new home and we have double pane casement windows. When my painter went to stain the window he removed the hooks that help seal the window when you press down the latch.

My room was very loud since im on a busy street.

Found the hooks, the window now closes tight and I think I reduced the sound my 50%

Also if you don't have storm windows, they can help too!

Not for windows, no. Like everyone else said, double and triple pane windows with a good latch work wonders if you don't already have them. Thick curtains, storm windows, etc. You already read that though.

Deadbolts for the windows, to lock onto the top and bottom might cut vibrations and noise a bit. You could also hang a lace curtain inside the window pane, with another curtain outside of it. Sticking a trellis with some vines on them, or bushes in front of the window might help as well.

If the window isn't too large, you could probably do better by installing a second layer of drywall around it. All it takes is some long screws, a studfinder, and some new molding.

Not a film but there are triple pane thermal windows that cut sound amazingly well. Try a window replacement firm, and bring a healthy wallet.
