Are you thinking of John Wayne Gacy? He liked teenage boys, and hired them to do odd jobs, but killed them and buried them in the crawl space of his Chicago area home.
He did dress as a clown, but that was for parties, not as a way to lure his victims.
He was put to death in Illinois in the 80s.

He dressed as a clown. More like Bozo. I'm too tired this evening...and can't think of his name. Sorry. But I'm almost certain he went to prison. Not sure if he was released yet???
