The books are mostly in Chinese as mentioned by the forumer above. However, Guanghua is great for accessories and peripherals for PC and Notebooks. As many shops there sell the same thing, shop around first.
MRT Stop Zhongxiao Xinsheng, Exit 4, turn right, walk to 2nd trafic light, turn left, Guanghua is 2 mins away. Closed every second and fourth Tuesdays of every month.

NOVA next to Taipei Main Station by MRT also has some computer accessories.

Also, Eslite Book Store has a lot of books in general in Chinese and English.

Another place for books is that Book Street Chung-Chin South Road right by the train station. The whole street has all sorts of books. Ask the locals near the train station. That's where the locals buy their text books and major exam prep books.

I think you can get these items at any bookstores in Taipei, but for good computer deals, you should go to Guang Hua Complex.
One word of caution, most books sold there are in mandarin, English books are found in mostly bookstores like Kinokuniya or Eslite.
