For books (2nd hand) try Bras Basah complex - a haven for such books. They carry new books too and the pricing is reasonable. Or for wider selection of titles, go to Kinokuniya at Taka. (they carry even more titles than Borders). As for accessories either Funan IT Mall or Sim Lim Square. I would recmend Sim Lim and they have more assortments of stuff and you can also bargain with the sellers...be careful not to be cheated, though!!
