A previously owned vehicle doesn't have to be used. Like, the owner could've bought it, then decided something was wrong about the way it looked, and so therefore it would be previously owned but not used

A used vehicle has been used/driven, but a previously owned vehicle may not have been driven at all, just had and owner.

its just the terminology. "Previously owned" seams more appealing to consumers. Used seems to imply more wear and tear than previously owned so that is why dealers like to use the term previously owned.... It just sounds better.

As far as I know they are the same...maybe you are thinking of a certified used vehicle.
