Do you mean "GNATS"? Those tiny flying insects that swarm by the thousands anywhere there is fruits or vegetables out in the open? Those bugs that are so small they can fly right through your window screens?
First, gnats are always attracted to food. So go through your place and figure out what they are after. Somewhere there has to be an old banana peel or an open bottle of wine or beer. Maybe a partial can of cola or fruit juice. Empty your waste cans and wipe them out if necessary. By the way, insect spray doesn't bother them. You can poison a million and another million fly in the window. You just fill your living space up with toxic sprays and hurt your own health.
Once you find and get rid of whatever is attracting them you are done. They don't hang around where there is no food. Where ever you live, it is very important for you to keep food and food scrapes cleaned up. Fresh fruit usually doesn't attract gnats, but at the first sign of rot they appear like magic. Flies won't come in unless they smell decaying food. Mice and rats don't hang around if there is no food they can get to. Take the garbage out, cover the food and refrigerate the fruit once it starts getting ripe. Don't be careless, the insect world awaits.

If you mean spider webs, you can just remove the ones you find with a rag or duster. Spiders are mostly harmless and are industrious and hard to get rid of. You can try swatting the ones you see, but there are always more, especially in Winter when it's cold outside. Most will go back outside in Spring. The good news is that they keep gnats and flies down.
